I've used some R packages (e.g. rgdal) to do data analyses and written a manuscript about the research. I would like to know what is the correct way to cite the packages. I've found that for some packages, on the CRAN index page there is a "citation" link that points to publications, but for others, there is no such information. Can someone provide information regarding citing R packages in APA?

Some R packages are associated with publications, while others are not, or at least I cannot find the publication information. Can you give me an example of an appropriate citation, for example, for the "car" package?
Many R packages provide their citation info. Unless it references a published paper, you can site it as a web-site. At least this has worked for me.
For example:
Robitzsch, A., Kiefer, T., & Wu, M. (2018). TAM: Test analysis modules. R package version 2.9. https://CRAN.R-project.org/package=TAM.
R Core Team (2013). R: A language and environment for statistical
computing. R Foundation for Statistical Computing, Vienna, Austria.
URL http://www.R-project.org/.
If you have installed the package on your computer, you can try the citation() function. In your case, write citation("car")
