It might be kind of late but some guide lines for authoring newbies : 

1. An Impact Factor journal is important  and necessary. A journal with a moderate IF can be a good starting point, for example if the category which interests you has 40 journals  .. start with journal in rank 20 -25 . 

2. The first paper/s can be Letters to the editor or technical notes  as they require less technical structure, analyses and statistics. If you will be able to publish a few of those then you have a curriculum to jump to a research paper.

Your question is very relevant for the researchers. Ideally the publications should be published in good quality journals with high impact factor. You can search the journals @Web of Science or @http://www.omicsonline.org/open-access-journals-impact-factors.php?gclid=CP3otJu3qtACFUsNcwodED4PVA

You can search the research area and find the list of Journals with impact factor. There is also Norwegian list where you can find level 1 or 2 journals. A note for other colleagues who would like to use the Elsevier Journal finder (as suggested above)   .. the actual version is not any more in BETA,  but its efficiency is very very low !!! For a newbie in the authoring business the results  can be really misguiding.

I guess the Elsevier software engineers need to tweak better the connection between keywords (in the manuscript's title and abstract) with the database of related journals. 

 Dear Chalamalla the idea of the "CItescore" would be nice if it was something simple and easy to follow.  Analytically :

(1) Till today most grants are based on Impact or normalized impact factor rankings ;

(2) There are no agencies who have adopted or have announced that will adopt these new metrics ;

(3) For Newbies ( emerging authors) these metrics are impossible to follow. 

Although it is important that we strive to assess academic and scholar excellence with the best possible ways, the developments in the field of bibliography and impact journal methodologies are purely academic, and serve for the moment other purposes.

My advice is to find any such journal

2. Open access policy – means anybody can download your article without spending money,

3. Indexed by NAAS of India with NAAS score above 4.0,

4. Indexed by Thomson Reuters at least in ESCI category,

5. Will not take a long time to publish article.

6. Will not demand money after submission and processing.

The High Impact Factor journals are costly, and it is very tough for a beginner to satisfy them by writing quality.

Please check inderscience publishers. There's a host of them.

I think that what journal to choose to publish your manuscript depends on the quality of your manuscripts. It has not much to do with a 'biginner' or not. A beginner's manuscript can publish on a high impact journal. On the other hand, it can be rejected even for a low-impact journal. be ed

Yes, quality of the manuscript matters in publication. Likewise, beginners find it difficult to publish in high impact journal due to one or the other issues.

Equally, to suggest a specific journal it is a very big task, rather search the following indexing bodies SCIMAGO; http://www.scimagojr.com/index.php (Scopus index) and/or ISI Thomso Reuters.

The output of these tools shows inter alia average article processing times and impact factors of the journals and, if I recall correctly, also publication fees and open access fees.

In many journals you can publish free of charge if you do NOT make your article open access (i.e. it is available only to journal subscribers), but this should be checked for each journal separately.
