I agree with all the above comments. I suggest you establish a measurement of your desired height (1.7m) with an anemometer. At the same time, you have access to the data of 10m height in the synoptic station in the same area. Then you will figure out how the wind speed in the height of 1.7 m is in relation to the height of 10m. From this series of measurements, you can update the coefficients in the formula in the manual to get more accurate estimations from 10m to 1.7 m height for the rest of the data.
