I do have many papers that discuss the field efficency modelling including those suggested by you. Non of them explains the spillage calculation.

Say, I have a field of 100 heliostats, and an external reciever of 2m diameter and 3m hieght. How the formula is used to calculate the spillage for each and every heliostat at time (t).

The Master's Thesis "Heliostat Field Layout Optimization for a Central Receiver" by S.L. Lutchman (publicly available from https://scholar.sun.ac.za/bitstream/handle/10019.1/96043/lutchman_heliostat_2014.pdf?sequence=7&isAllowed=y) proposes a field evaluation model that includes spillage calculation (not HFLCAL, though). It also contains a full numerical example, which seems to be what you are looking for. I think the model is mainly intended for comparing field designs (in an optimization process), so it might not be very accurate in absolute terms. However, that option could be valid for you depending on what you want to do.
