The uncoded BER is usually not the preferred performance metric in NOMA since the concept relies on channel coding to enable reliable decoding of the other user's signal. One can consider coded BER but that is much more complicated than analyzing the achievable rate.

In your network system you have to satisfy two functions efficiently, the power supply of the nodes and the communication function between them. Accordingly, it is required to achieve certain minimum service bit error rate for all users if they far or near. The main Issue for your network is the total power, the power division between the far and the near users you have to minimize the total power while satisfying the constraints of the bit rate and bit error rate.

You have to think about the performance parameters as those parameters which best satisfy the main functions of the system.

If you study the bit error rate as a function of signal to noise ratio, this will be a matter of the system analysis which will make you able to set the minimum signal to noise ration in your system to realize a quality of service.

The BER is calculated by comparing the transmitted sequence of bits to the received bits and counting the number of errors. The ratio of how many bits received in error over the number of total bits received is the BER. This measured ratio is affected by many factors including: signal to noise, distortion, and jitter.Reduce bandwidth: Another approach that can be adopted to reduce the bit error rate is to reduce the bandwidth. Lower levels of noise will be received and therefore the signal to noise ratio will improve. Again this results in a reduction of the data throughput attainable.For example, normally you get higher performance (lower BER) using lower transfer rate like BPSK compare to 64QAM in the same SNR environment.In research, error rate takes on different meanings in different contexts, including measurement and inferential statistical analysis. When measuring research participants' performance using a task with multiple trials, error rate is the proportion of responses that are incorrect.

As you determined the Outage probability and achievable rate, then I assume that you have given the system power and the noise for the transmitter and the receiver. The outage probability is a reliability parameter and is derived from the bit error rate.
