if i take 4 microliter from the stock and make up into 1ml can i get 100microMolar solution?

That's correct. Use N1V1=N2V2 formula to calculate this next time. In your case,
N1=25 mM Stock
V1= ? (unknown)
V2= 1ml (1000 uL)
N1=100uM (0.1 mM)
N1V1=N2V2
OR
V1=N2V2/N1
That is
V1 = 0.1 mM x1 ml / 25 mM
V1 = 0.004 ml (or 4 uL)

I have not recalculated again from the basic information what you have provided, like molecular weight. But, if you will mix 4 micro liter from the stock and make it up to 1 ml, yeah, it will make it 100 micro molar of 1 ml working solution. You can do that, if you are sure about the concentration of your stock to have been accurately calculated.

may i know what you do with CoCl2? I mean the purpose of your experiment using CoCl2? thanks
Just use the following formula for any chemical preparations...
Mw = Required volume X Required Molarity X Known molecular weight / 1000
0.237mg in 1ml solution = 100mM of COCl2. 6H2O. You should take 0.237mg of the particular chemical in 1 ml of dd.H2O
