I recommend building your editorial board by selecting persons with expertise in your specialty (e.g., electronic vehicle development). Engage with them by requesting their articles for your new textbook on the subject. Then, request their participation in peer reviewing articles by the others being reviewed for that publication. Notify then that all articles need at least 6 reviews. Those who comply are then invitated for the professional board you are developing.
