From our experiences, we had really good results by using some "soil conditioners", which means synthetic polymers such as PAM or PAA. They are good in stabilizing soil structures and thus preventing pore clogging by dispersion, slaking or differential swelling. It is the question if this method would be suitable for you.

Actually it relates to the purpose of using a porous media. Micro filtration is needed to prevent large scale particles entering a meso scale porous media, on the other hand, a problem is streaming. It mean after a while passing flow can find some direct streams, specially for clay, to reduce stay time.

To Christian, it is reported that surfactant can cause reduction in permeability for silt soil, because of the formation of liquid crystal (immobile phase of surfactant on colloidal surfaces). Then what is the difference between your "soil conditioner" and surfactant as used for soil flushing? 

Threeway strategy;

1. Addition or mixing of synthetic material (mulches, polymers) 

2. Addition of organic matter (straw, plants roots, manures, wastes etc)/ growing plants for long term.

We've been working with bioretention for treatment of stormwater for many years and our results show that although infiltration degrades initially for many types of soil texture, it improves over the long run.  Many other researchers have seen this as well.  Our conclusion is that plant root development mostly and freeze/thaw cycles develop soil structure and increase porosity and therefore infiltrative capacity of the shallow soils.

Try different proportions of nanocellulose. Cellulose nanocrystals is impermeable to gases. Cellulose amorphous may best serve your purposes if you are looking to maintaining or stepping up permeability to gases, liquids and fluids.

It might be worth looking at use of a Terram Geotextile woven membrane, as the bottom of a sacrificial upper layer of soils, designed to protect the lower soils from clogging.

The upper layer would include plant root development, down to the level of the Terram, but if the upper soils became clogged, then it would be excavated and replaced on a new layer of Terram.

As a soil soil and crop scientist I will recommend addition of organic wastes like straw to enhance granulation and keep the upper surface porous.

Amorphous cellulose can be obtained by milling the residue from the hydrolysis of cotton linters and other cellulosic biomass in a vibratory ball mill. Now, the aim here should be to immediately effect bonding between the silicon of the soil particles and the carbon of glucose units of amorphous nanocellulose. This kind of bonding would be purely covalent and somewhat permanent. Thus, best bet would be to get the most reactive C2 and perhaps the ambitious C6 of the glucose rings to engage in covalent bonding. At least OH group would be lost after this covalent bonding, but at most two others would be preserved to afford permeability to fluids before any strong direct inter cellulose chain bonding would be given the chance to form.Prior formation of which would regenerate crystallinity in cellulose at relevant portions of strongest bonding, thereby narrowing the limits of obtainable permeability.

Thus, the smartest way to proceed here is to discriminately choose reactions, pathways and reagents that favour prior spontaneous Si-C bonding. Pure cellulose alone always does it better.
