The interface between two elements can be simulated with the use of interface elements and the material properties of it is define in terms of Normal and shear stiffness..or it can be define in terms of strength parameters i.e. c = 0.67 cu or phi = 0.67 phi. the dilatancy also to be considered in the analysis..

Adding a little bit more on Karthigeyan's answer, if you choose the first approach he mentioned, in 3DEC user guide there's a methodology to pick the right values of Ks and Kn, considering values of intact rock and rock mass Young moduli.
