Dear Abinash, it is very important to make a deep analysis of the region. You can divide different types of advantages, in terms of culture, traditions, geography and so on.

The country should concentrate on the most attractive field in this context. If geography is the priority, a country should use it to promote and attract tourists.

Also, it is very important to underline the main advantageous of the region. Modernization is very important, but this should be combined with the reality.

First of all: Visit the region and pretend you are a tourist yourself. Observ as much as you can and write down as much possible , both the good products and everything that are lacking or does not function well. There ar many methods to use for this data, choose a couple of those and make a short first report.

Present the report for discussion to diffrent groups of locals, tourisr who have been in the region already, potentil tourists etc. After this, make  sketch of a project.

Such a initial short analysis is often a better start of a prosess than a deeper analysis. The deeper analysis should follow after the discussion based on the simple first pre-analysis.

• capacity (potential power) development, consistent with the factors and conditions for the development of resources;

• stage of impact / influence - unique experiences to assess the level of attractiveness and appeal;

• temp of change (as a result of tourism) - evaluation of usefulness / value / importance of the tourist attraction;

Necessary criteria to take into account the position (viewpoint) of concrete character/form, specificity tourist destination and opportunities for practical application of the research results. These criteria should make a reply to expected trends and dynamics in the behavior of tourists, namely:

1. The trend in consumer demand last in time;

2. Increasing demand from tourists to quality, authenticity, attractiveness and variety / range of tourist services;

3. Increasing demands of tourists to the quality of technical infrastructure, tourist site and the material base of tourism, offering specific services, example: architecturally-minded visitors and needs of tourists;

4. Directing preferences of tourists in the country to destinations and places that offer security, safety and secondly to specialized forms of tourism - cultural, eco- and rural, adventure, etc .;

5. Increase the proportion of children and young people, especially students in cultural and educational tourism, travel to explore other countries, communities and people;

6. Increasing role of information and communication systems in hotels and tourism businesses in relation to demand, planning and implementation of tourism trips;

7. Increasing the share of the adult population in tourism or participation of people from the "third age" in tourist trips.

I do agree with Thor I also think you need to carry out a detailed study of the area. Do a research proposal , collect as much information about the area and relevant areas . 

First you have to conceptualize what is tourism potential? Now if you do that you can measure it using weighted sum methods. The following are some of the authors you can look out for. Mamun Abdulla A. and Mitra S. (2012) A methodology for assessing tourism potential: case study of murishidabad district west bengal, India. You can get this article online. But the first thing, is what do you conceptualize as tourism potential.

I am sure you will eventually design your own approach since all the potential is highly localized. But while different school of thoughts have different ways, there is a general rule of thumb. You can use  qualitative research methods, Delphi Method and Self-Observation or Participatory Observation for collecting data from the region.

In simple terms, what needs to be done is you 'observe' the place, do a SWOT analysis and then utilize Delhi's model (experts to be identified) and create your own assessment criteria which could be 'Glocal' .

In addition, someone, must check, among others, the climatic suitability of the unexplored region. Visitors must be and feel safe and comfortably. What about frosts, heat waves etc? What about thermal comfort of the possible visitors?
