I am from India, so I may be not to answer your question from a European context but surely i can give my insights from an Indian context. The primary idea of blockchain is to provide transparency , thus making it applicable to any domains or problems where transparency and security is required.
* A centralized ticket booking platform run on blockchain can be an effective alternative for the classical one.
* Food and supply chain management for long distance trains can also alleviate several issue related to resource shortage and excessive amount of resources in certain vehicles.
* A blockchain based train tracking system giving detailed knowledge of current running status and stations passed can be generated with the aid of input from trusted social media users or passengers in the train which an give far better accuracy than already existing models.
The scope for blockchain in railways is immense but the problems may vary depending upon the context and the geographical location as we.

Think the prevalent archaic institutional ecosystem of railway infrastructure providers and operators may dimish the range of useful applications as it is always a market of the "few" despite long time efforts in deregulation of railway sector... Given this, block chain applications may be not necessary whenever we have e.g. one infrastructure provider and a few rail way operators running trains on that infra structure other than thos mentioned alread by Akarsh K Nair ...
