First, you need to write the article in Latex template or class that is commonly provided by the publisher of your journal.

Second, you need to prepare your bibliography in Bibtex format, then use it in your latex document.

If the publisher need your compiled PDF, you can run Latex in your local computer (MikTeX) for windows, or use Overleaf.com
