Briefly: you describe two scheme of business-processes for firm (1) including special service department in framework firm (2) with involving HR out sourcing firm. There are many products which realize process approached for firm. In particular using standard procudure you will compare reality for re-enginering, net profit etc for (1) and (2)

Scope HR outsourcing can be analysed through qualitative research interviews with HR managers of the firms indulged in HR outsourcing. It will give you first hand information about the HR activities being outsourced.

I am going to give some practical rather than academic type advice. Firstly - do not outsource what you do not know how to manage :)
I am not sure (language issue I think) whether your study is to identify what to outsource or to evaluate what has already been outsourced.
To determine what to outsource, I suggest that you use a HR value chain model (most ERP systems have one, and there are many written up in the literature) as a starting point. Interviews could be used, but brainstorming sessions are better, to take the HR function through the HR value chain and identify areas for outsourcing (together). Once you have the outsourcing "candidates", you can do a more in-depth analyses of where there are problems or under performance and base your proposed outsource facility or request for proposal on this.
If you have already outsourced, and your paper is on the scope of what has been outsourced, I will assume that you will already have the areas identified in the HR value chain. You will also have (hopefully) a SLA (service level agreement) with the outsourced vendor in which their performance guarantees are listed. Good starting point. Interviews will be best to identify other areas of concern. Categorize as many as you can, and then use Industry Benchmarks to measure the output performance of each of these. This may be both qualitative and quantitative.
As a final for both options - identify the key HR metrics for the company (HR Directors and CEO should give input), measure these for performance (both internally and externally) and you should have a detailed paper with strong recommendations.
