Well, it's not perfluorinated, the inductive effect of the fluorine atoms on the oxygen should be negligible given there are 4 carbons separating them. In any case you can react it with an acyl chloride (Or even an acid anhydride I suspect) if you know from some other source that your alcohol is unreactive. I would try acetic anhydride with a basic amine catalyst (pyridine, 4-DMAP, Et3N) as a catalyst on a small scale and see if it works. You will have to look for a reaction setting that fits your needs (As if what anhydride to use, whether it's feasible to use an anhydride, maybe an acyl halide is a better option, etc) but I would advice against changing the alcohol since acids can be made much more reactive much more readily, and my bet continues to be that your alcohol can react similarly to a non-fluorinated couterpart given the distance of the fluorine groups to the hydroxyl.

 There is no special condition for its esterification.  Here are some conditions from literature

A mixture of of 1H,1H,2H,2H-nonafluoro-1-hexanol (9.32 mmol), 0.60 g of acid (4.64 mmol), and 0.20 g of p-toluene sulfonic acid monohydrate (1.05 mmol) in 100 cm3 toluene was refluxed under stirring at 130 °C for 48 h. During reaction the water liberated was removed azeotropically from the reaction system to shift the equilibrium of the esterification reaction. After the reaction was complete, the mixture was washed sufficiently with brine to remove p-toluene sulfonic acid,and  unreacted acid; then, it was dried over Na2SO4.

The reaction mixture was stirred for 2 h at 0°C and then for 2 days at room temperature. After removal of the LM, the residue was dissolved in a mixture of 100 ml of ethyl acetate and 20 ml of H2O was added. To remove the water-soluble coupling agent, the organic phase was extracted twice with 30 ml of saturated NaHCO3-solution and 20 ml of H2O. After drying over Na2SO4 and removal of the LM, the product was purified by column chromatography

if you have the iodo compound you can do alkylation with the carboxylic acid as well. K2CO3 in acetone or acetonitrile or DMF and heat.
