What can i do if i found one of my published papers got published at other journal with another author? Noted that the paper is typicaly copied and pasted without any modification!!!

Also, you should prove the action.
If is a working paper talk to your professors

First write to the authors ask for retraction
Write to the editor ask for retraction.
Write to the president of the University and complain.
Ask a lawyer to investigate your intellectual property rights.
