Make a square patch with two feeds and feed them with the correct phase difference to get the elliptical polarization you want.

Make a square patch with one feed somewhere along the centre of the square and cut off two opposite corners 45 degrees so that the two diagonal modes have different resonant frequencies. If you excite in between the two frequencies the two modes will have different phases and produce circular or elliptic polarization.
