Broadly, yes you can use TON and TOF values to compare different catalysts BUT with a lot of care. You need to check very carefully that the papers you're comparing use  TON and TOF in the same ways (in each paper is TOF calculated based on 50% conversion? or 70%? or 90%?, is TON calculated based on mass of active catalyst? or surface area of active catalyst etc). You may need to do some work on the numbers so that you compare them properly.

The reaction systems also need to be virtually identical for the comparison of calculations to be meaningful (are the papers using the same solvent? same reaction temperature? same pressure? etc etc) i.e. make sure you're comparing "apples with apples", not "apples with oranges"

Those are really useful articles, Geletii. I agree with Smail. You need to check whether TOF is calculated at same conversion values. Now, TOF is generally defined as the moles of reactant converted per unit time per moles of active catalytic sites. Moreover, moles of active sites can be determined from the amount of catalyst used for reaction and the percentage dispersion of active metal in the catalyst used. This is normally found by CO or H2 adsorption experiments wherein the moles of gas adsorbed can be related to moles of active sites, based on certain stoichiometry of adsorption.
