Cities can be a conduit or a gateway at the cusp of two regions with different economic structures. Like a city on the fault line of two economic tectonic plates, they are at once susceptible to the most benefit and the most damage. Cities are affected by the most dominant economic order, allowing the lesser significant economic structures to morph into, or transit into the prevailing economic structure. Such is the case with Venice, Dubai, Hong Kong, San Francisco & Singapore. All of these were frontier gateways of a certain kind at certain points of their development, serving as a portal or gateway into newer markets. Cities become the seed bed of structural shifts. Sometimes resisting the transitions to new ones. Such is the case with Detroit. Paul Romer argues that cities provide the best scale for which to test out new rules of development. It is large enough to be a microcosm of a country's economy. It is small enough to contain and manage failures and shortcomings in policies.

Being the nucleus of a core on which peripheral regions such as a hinterlands depend, most cities are thrust into new economic experiments, sometimes greatly augmenting the the socio-cultural divide. Sometimes bringing about an amalgamation. In both cases the shifting core-dependency relations may turn certain parts of a city into a ghetto, while renewing and invigorating other parts of it. In general the structural shift towards an information economy has resulted in low rise, sprawling manufacturing complexes, being replaced by fragmented and dispersed offices or skyscrapers. The general effect of this has been a return to human-scaled urban development instead of machine-scaled ones.
