How should resources be balanced between climate adaptation and mitigation?

The formulation of the question contains a very strong political prejudice, that is, not even considering the concept of remediation. Personally, I think the distinction between mitigation and adaptation is extremely vague and ill-defined as the question is formulated. Are we talking about a specific case in particular?
