I am looking at specific publications (recent) wherein it is shown that seaweed farming helps fisheries development by providing shelter and nursery to the juvenile etc. If there are any direct evidences by means of census or quantitative data it would be helpful.

The above links will help. Culture of seaweeds in aqua farms do interfere with culture of farming animals. Problems arise due to critical lowering of dissloved O2 during night time, killing animals, debris from cultured nets adds to organic load of aqua systems. Laguna de Bay though a potential area for such a combined culture system, intense competition of fish through pen & cage culture doesn't allow for such a combination. The first condensor of salt pans where the salinity may reach up to 50 ppt is one of the potential area for seaweeds culture, as such condensors have greater areas & they are kept fallow. The outer reaches of Cochin Backwaters also has such a potential.
Seaweeds do give protection to eggs, larvae, juvenile & adult of fish & other invertebrates, but such cases are found in open systems.
