On what basis rainfall sufficiency will be decided: and how, required quantity of rainfall for city or area or region will be decided.

Hello,

Average rainfall for a particular region is statically calculated from rainfall data which has a set of annual or monthly data. Usually 10 years to 50 years of rainfall data is used in city and regional planning to identify average annual rainfall of a particular region/city. Rainfall data is available from various organization and local government bodies. I hope this will be useful to you. Regards
