How i can select the best size of PV Panel ?
If you have any papers explain the idea Can you give any information about this paper ?

The best policy to start a program in renewable energy:
1- Decide the amount of electricity you want (in Watt) 1 Watt=(1 Volt x 1 Amp.) and 1hp = 745 Watt (approximately).
2- How much a car will consume per day? ( the sum of consumption Watt of each used device).
3- There are many kinds of solar panels (70 Watt, 110 Watt, 215 watt and so on..)
4- According to this data you can decide the needed electricity according to the consuming power of the used motor .
5- The system is consists of:
A) Solar panels area
B) Batteries
C) Converters
6- Due to the variance of solar energy through the day:
The solar Panel charge the batteries with D.C current and the output is taken from the batteries due to the constancy. The converter is used to convert the D.C current to A.C current for different purposes (electric motor).

Indeed, the problem of solar energy is the low output power, so for Ex. a solar panel of 215 watt output has dimensions of 165 cm X 95 cm cm approximately so the heavy based PV transportation like solar car or solar truck it will may be possible but with bigger dimensions or with traditional dimensions but with limited hours of operation (4-6 hrs) in case of supported by batteries with the next design; the output will be from batteries and the solar panel will recharge the batteries. The reason if we take in mind 735 watt (one horse power) need to 3.5 solar panel (215 watt) from the mentioned size with total area (165x3) X(95x3). The solar care or solar truck may need for a machine with 60 horse so the total area will be ( (165x3X60) X(95x3X60) so you can imagine the needed area.
At South Valley University at Qena, Egypt we design a solar car with 6-8 operation hours (photo attached). So, i think the traditional solar car or solar truck are difficult nowadays with normal size to be PV held per day but only for limited operation hours.
To calculate the price of the panel (the presented solar panel in the attachel file titled as "denglawey2" consists of (36) circular solar cell) each solar cell [1.5 US dollar] the price (36 x 1.5) =54 US dollar plus the price of the frame. there are many company sells the solar panel like Shell and Siemens.
Note: this is the price of company and my be different according to each country [in Egypt now = 400 US dollar].

They are very expensive because the quantities are very small. If you want to make a solar car, read up on the technologies used in the many entrants to the 2 yearly Solar Car Challenge in Australia. Copy one of their general designs. But I don't think any recently have used GaAs - it's too expensive. Good luck!
Size of solar panel is selected on the basis of utilizing maximum available are and maximum irradiation.

I saw a quote for $100,000 for a 300W panel at 1 sun! Not something to put on a car! But not that expensive for a $50 million satellite.
can we reduce the weight of the panel by using encapsuating material other than glass.?

GaAs solar cells are used in satellites. Small batches produced by Tecstar appear on ebay from time to time. Here is one:

They come in tiny swatches, perhaps 60x60 mm in size. Thus, the current ebay lot gives you 15x60x60mm surface area. You would have to do a lot of soldering to connect them all into a 300W panel.
AFAIK the Stanford solar team used GaAs in their solar cars in the past, do not know about now. 100K worth of cells (I did not verify the number though) sounds about the ballpark figure Stanford students can blow on a toy car every year. May be you can write to Tecstar and ask for demo/test/uncertified batches, or a heavy discount.
