I know that proline, ABA are very essential for plants in drought condition but i don't know what is the effective amount or concentration of proline ( which is produce by plants) is essential for inducing drought tolerance.
As Dr Anoop mentioned there is not a specific answer to this question because it depends to the climate and water content of soil. But comparison of this parameter in drought condition and control condition show genotype diferences.Another point of view that we have to consider is the amount of proline or higher amount is not important.But the ratio of this amino acid(proline) and other antioxidants(SOD+CAT+...) to biomarkers like MDA(malon de aldehyde + di tyrozin+ di hydroxyguanozin) is important in selecting genotypes.After finding this ratio the correlation of this ratio and yield stability(fisher and maurer equation) show higher drought tolerant genotypes.

There is no hard and fast rule. Whether ABA or Proline, the percentage of accumulation depends on nature and intensity of stress as well as on the plant
I agree with you , there cant be any generalised statement for any limit of proline , since intensity and type of stress in addition to nature of crop( Perennial or annual) will dictate such relations...

I it will depend. In some cultures proline does not act as an effective osmo-protector, however, some papers show the importance of proline under drought condition.
So u mean it either it may be effective or not but as per my knowledge I also read number of papers about proline effectiveness in stress conditions specially water.
