The night sky radiance without moon represents star illumination on the earth.
The star irradiation is fairly small and depends on the part of spectrum. See diagram attached

In the visible part of the spectrum the night sky illumination is less that 1 mlux. In the NIR and SWIR part of the spectrum night sky dominates even if the moon light exist. The measurements of so low level of spectral irradiation require very sensitive instruments. It is hard to find measurement data in open sources.
They probably exist because they could be used in the night vision technology development what is sensitive matter.
