Which elements in the composition of the RG index represent impact?

Although in this world there are not perfect things, RG index constitutes an indicator. It is necessary to take into account factors such as the publication possibility in first level journals could be much more difficult for the third world countries researchers, because the payment of the publication in those journal could be not possible or at least, more difficult that in the first world countries. Nevertheless, if some work is outstanding, the interest of the scientific community will be manifested, independently of the level of the publication, what is reflected in the impact factor, by example.
