I have sent a paper to a scopus indexed journal on Nov 21. The journal has no automted system to confirm the receipt of the paper. I sent an email to the editor to acknowledge the receipt of the paper but he didn't respond. How long should I wait for him to respond?

I agree that is terrible!
I personally would allow for 4-6 weeks.
If you think you can send it to be successfully accepted in another journal, the I would try that. Maybe it would be a good start for you to potentially submit it somewhere else in the New Year. Good motivation!
If you go to another journal, please remember to send a letter to the first journal to say you formally withdraw - and hopefully this is confirmed - otherwise you may end up in the bad situation later that there is more than one journal that agrees to publish your paper!

It all depends on the individual journal (or publisher behind it). Some make use of programs like “Editorial Manager”. Here you can follow the different stages of your submission (see enclosed picture https://www.ariessys.com/solutions/editorial-manager/ ). The first stage should be finished in a matter of days. Especially the peer review stage can take months (and if extremely long then this is in most cases because they have a hard time to find the proper and sufficient number of reviewers).
In most cases it is an exercise of being patient…
