Usually editorial board give you a decision in one month, but there are journals that send to you results in 15 days as PlosOne. Sometimes you can wait 3 months for others..... It’s not the same time for each journal.

My personal policy is that if I have not heard back in three months, I send a polite inquiry to the editor.  

Thanks so much for your help, I will send another inquiry to the editor to see about the status of my manuscript.

I think 3 months is reasonable. More than this, must have a justification.

The fact is that journals are having difficulty finding reviewers interested in a particular subject. There are much more papers than reviewers available. 

This is very much field dependent. In mathematics, I have read in several places and heard from several colleagues that only after at least half-a-year wait a polite inquiry about the fate of the paper is in place.
