As the infrastructure (theoretical and empirical) of the scientific teams is continuously evolving, new approaches and results may constitute at the creation of a new scientific sector. Which are the prerequisites - as long as the scientific originality and assessment of the overall research methodology and results are evaluated as excellent - so as to establish/define the creation of the new scientific sector? (for example, is there a need for a conference, or more, to be organised under this term? Is there a need for a specific number of review papers? Is there a need by approval by one, or more - how many - national or international, established, scientific committees?)
I'm not aware of any no current way of quantifying the process and I see no benefit in doing so. It seems one just needs to persuade other scientists that something warrants being a new sector. If they agree then they will want to form a conference and write reviews. Depending on whether many or few agree determines if it is a popular new sector or niche.
