INSPIRE is not a SDI but a EU directive for spatial data interoperability. If you are interested in spatial data infrastructure, I suggest to start to learn the common OGC protocols WMS WFS...a little bit of PostGIS and the software from geoSolutions (geoserver, geobatch, geonetwork)

SDI is an integration of spatial data and spatial tools and workflows to manage this data across various organizations, based on this we can therefore not  view it in terms of single platform but a large and distributed system where data can be shared across and also there must e unique tools at all the levels for accessing this data and using it. I therefore suggest that as Umberto mentioned that you have to learn  quite an array of staff that you will require to collect the data, store it in a sharable while secure system and finally identify the workflows users will need to put these data into use- these workflows are represented by tools that target various levels of expertise and general knowledge of GIS.

If you are looking for materials for these kinda study, they are available in abundance online and will give you pretty much enough to get you started.

Do you plan to establish a spatial data infrastructure in Bhutan? If so, you can roughly follow this path:

When you come into the implementation phase, I recommend taking an iterative approach, where you bring in users and concrete applications as early as possible. don't try to overdesign everything, this would create significant risks in implementation later on. Ideally, use an agile process that uses transformation testing (continuous provision of data in the target information models, model-driven deployment of services and direct consumption of data).

The word platform refers to basically geoportal which itself is not SDI but outcome to SDI

There is no limit to it. Anyhow topography, climate, geology, population, soil and so on

About what type of data, that will depends of the level of your project, that is National, state/province, local, or specific business. In any case your data have to follow the best practices for data capture, management and publication including metadata. Most of this information can be found at iso 19000 and OGC portal.
