The rate at which health information managers are being shabbily treated among health care system in the developing world health care system, has created a lot of low esteem personality among health care workers.
Health Information Managers plays vital roles in the development of healthcare system, and are meant to be given equal recognition as their counterparts.
As far as I conceive this question, it's for front line health workers who work in the health department. Their job profile is also to collect information/data in the community whose health is at stake. If they are illtreated then the quality of data will be poor and that effects planning and to imparting health services . So , it's essentially important to take care of these managers and in turn the quality information will be available in such settings.

Hi, to answer this question one can start with looking at the WHO building blocks of health systems, which put "information systems" as one of six building blocks together with service delivery, health workforce, leadership, financing, and access to medicines. How health information officers are treated in particular contexts is not something I can say much about, but my experience is that they are often recruited based on their background with IT, and are thus a) not seen as "essential" health staff, and b) expected to collect, collate, and process health data rather than do much with the resulting information (and perhaps c: deal with IT support). This may lead to a perception of secondary importance. However, the motivation and self-interest in the data is essential to produce high quality data and relevant information. With this in mind I would recommend that interdisciplinarity is sought in the hiring process as the tasks at hand includes so much more than capturing data using computers or tablets, and that there is also a general decentralization of decision making to more local levels. I.e. the status should reflect that their primary job is not to collect data and send it upwards, but to facilitate management where they work, be it a facility, hospital, district or provincial headquarters, or national level health programs.
