I found out that actually Technical Reports get cited, and that one of the most popular repositories is arXiv of Corenell University (arxiv.org). The paper appended below [1], was cited seven times, and there are papers that got cited above a hundred times (normally survey reports):
Dear Mohamed, I took a look at the electronic archive and found out that it covers physics, mathematics, computer science, nonlinear sciences, quantitative biology and statistics. Since my area is social sciences and more specifically tourism and hospitality management I didn't know about it. It is very useful that you found this repository, it might be of help for other researchers as well!
Social science is a very active field, if not the most active of all disciplines, I suppose there must be some online platforms for uploading technical reports.
