Public administrations have been subjected for decades to intense pressures aimed at improving their performance (budget deficits), but at the same time, they also have the obligation to better serve the needs of citizens and create public value in increasingly digital environments. Based in your experience, I would like to know your opinions to know if you have seen an improvement both in terms of effectiveness and efficiency of public services in your countries. Thanks in advance for your answers.
In Case of Nepal, I don't find any improvement as we don't have will to do it
I believe that the most advanced governments in the developed countries have improved the level of services in terms of efficiency and quality, by relying on ICT to provide most services to citizens at the lowest costs and speed and accuracy required, such as e-learning, e-health, e-commerce and other electronic services.
In general, countries use the taxes they receive from citizens to provide services.
The level of services in terms of efficiency and quality has improved with the individuals working in the government because of insecurities in jobs, but the government has not shown any improvement in case of developments to the countries or creating policies for the development of the country and people. Now the government are able to find loop holes in laws and rules in every crime and corruptions
Public has to be educated on ICT, without that implementing ICT will not help the citizens. Government knows very well that more than 50 % of the population are unaware of ICT terminologies and at this juncture making every thing online will be a mess. Government has to analyse on all means before implementing certain things. It should not be partial to corporate and common man.
