All genes are not expressed at a time but how their regulation is maintained? Please describe with citation.

All cells possess the same genetic code, independent of being brain cell or stomach cells, this is one of the principles used in stem cells studies. After they differentiate, most of the genes are "silent".
Recently, mainly, it was realized that a gamma of genes is not expressed at once, this is the idea behind microarrays; it is necessary due to temporal demand, such as in enzymatic reactions, and limitations of resources bearing in mind all protein makes use of the same alphabet of amino acids.
Network motif is the name of the networks in general used to explain gene expression in networks. See the Savageau demand rule as one of the classic on this direction.
