Depending on whether you are the owner or the user the answer is either - not because of time, technicalities, differences and expense; and ditto but that could make my use easier!
A good resource for the latest research into this should be the RIAA - The Recording Industry Association of America. They handle IP rights for artists, and this has always been a big concern.

Enforcement of intellectual property rights is, first and last, an exercise in paying for enforcement efforts. With that given, countries with more developed legal systems offer mechanisms and professionals that may lead to IPR enforcement. In countries with less developed legal systems, access to enforcement is limited to major international companies. Individuals – and it appears that the question is being asked on behalf of an individual – have no realistic access to enforcement.
