What is your opinion about the relationship of stability in federal funding and protecting national assets, especially considering the human assets enlisted by governments to perform those protection and detection duties (i.e., security professionals).

Security needs depend on various factors, that is changing in time. The stability of appropriations may vary as well. Both trends are possible vulnerability factors, but only a detailed threat analyses over all existing vulnerabilities (and their dynamics) can show whether it may raise to critical levels requiring an increase in appropriated funds' levels and stabilities.
