The Rashtriya Krishi Vikas Yojana (RKVY) empowers states with significant autonomy and flexibility by allowing them to design and implement agricultural programmes tailored to their unique agro-climatic conditions, resource availability, and local priorities. Under RKVY, states prepare district and state-level agricultural plans, which are vetted and sanctioned by their own State Level Sanctioning Committees (SLSCs), ensuring decentralized decision-making. For example, Uttar Pradesh has utilized RKVY funds to promote region-specific interventions like bund strengthening in Bundelkhand, precision farming in western UP, and custom hiring centers for smallholders in eastern districts. States can also choose between infrastructure development, value chain enhancement, or agri-entrepreneurship components based on local needs, making the scheme highly adaptive and responsive to ground realities.
