I think there needs to be a great deal of consultation process that needs to be carried out first...I am not an environmental specialist however. Nevertheless I would suggest to select a sector eg. forestry and study the policies of land management in terms of sustainable environment. The national policy looks too broad to me to begin with. However, this is only my opinion but you are the expert in climate change and environment.
