How does Multilinear Engine version 2 (ME-2) algorithm help to impose constraints to resolve collinearity?

EPA PMF5.0 which is based on ME2 algorithm can resolve the collinearity issues of various sources by adding some constraints (like met data) as some studies explained.

But not been able to understand as they haven't explained it elaborately.

Can anybody help me out to have some of insightful reference materials regarding this?
