In this paper, he predicts the energy transfer from Dy3+ ions to Tb3+ ions in a non-resonance excitation of Tb-Dy co-doped system. Why did he not attribute any excitation to the Tb3+ ions in the schematic energy level diagram? How did he predict the energy transfer mechanism without measuring the lifetime of those excited states?

The emission intensity of Tb3+ ions increased with the increase of Tb3+ ions. Thus, it is possible to predict the energy transfer from Dy3+ to Tb3+. It is impossible to excite Tb3+ ions under 382 nm excitation, due to energy mismatch.
Of course the author is right. I made the question for others' curiosity and its educational aspects. Thank you Prof Dr X. Wang for the answer. Perhaps using another excitation wavelengths could results in other energy transfer mechanism such as Eu-to-Dy-to-Tb or Eu-to-Tb and Tb-to-Eu and so on. The question is why not selecting other options?
