It depends on what do you want to model. First of all, you need to model the steam flow in order to get the temperatures alog the expansion line. Further, you need to model the heat transfer from steam to rotor/cylinder (convection) and inside metal (conduction). 

Regarding creep study, you have three dimensions to focus on: metal temperature, time and metal composition.
