I chair the sustainability commission for the city of Peoria, Illinois, USA. Recently, I started examining time rates in different cities and their impact on economic development. The question is how do you assess time rate in a give city. For example if the murder rate is 10 per year, assault is 200, auto theft is 1000, etc., then what weight do you assign to each crime category to determine crime rate in that city?
I think a possible method is to report the number of crimes (murder, assault, rape, etc.) per 1,000 people. In a larger city, it might have to be the number of crimes per 10,000 people. I hope this helps.
But this will equate the weight associated with Murder and Auto theft.

Generally speaking, crime comes in many different forms and affects all aspects of civic life. The damages caused by crime have a significant negative bearing on society welfare resulting in serious impediments which severely slow down process of creating and sustaining a developed and well-functioning economy. Accordingly, crime negatively impacts Private and public sectors imposing on them very high costs. In other words, the impact of crime on the economy is substantial, because it creates great costs to the society at different levels, both individually and nationally. The latest figures released by the concerned authorities in the United States reflect that , in 2007, more than 23 million instances of crime were committed in that country which resulted in economic losses of nearly 15 billion US dollars to the victims and 179 billion US dollars in government expenditures on legal and judicial proceedings, police protection and rehabilitatory measures.

but this equates murder with car theft! How do you combine the different rates to develop one composite number that tells you if all crime is going up or down?

Hi Daniel- thank you for your thoughtful answer. My question relates to how do equate murder with car theft or shoplifting, etc to compare ”crime” rates for different cities. For example, if one city has 100 rapes and 1 murder and a second city has 1 rape and 10 murders, then which city is safer? What weights are assigned to each crime type? Thanks, Amir
