I chair the sustainability commission for the city of Peoria, Illinois, USA. Recently, I started examining time rates in different cities and their impact on economic development. The question is how do you assess time rate in a give city. For example if the murder rate is 10 per year, assault is 200, auto theft is 1000, etc., then what weight do you assign to each crime category to determine crime rate in that city?
