This can happen in a fascist or an emerging democratic state system, as it occurred in DRC. However developed democratic systems are not exempted from exceptions to the rules of democracy. For example Roosevelt measures to crash 1930s recession in the USA were more fascist than democratic.
The literature on 'soft power' or indeed 'soft authoritarianism' might be useful here, as might the literature on 'political policing'. The issue appears to also surround legitimacy i.e. what state intrusions will be accepted as a trade off for protections.
