Teacher is better to try to use real-life examples and utilize audio and visual aids .
Teachers who do not have sufficient experience will find it difficult to deal with such kind of students. I agree with all of that slow learners should be given much attention.
In all the colleges and universities in the United States, as required by Federal Law, anyone with a documented disability including learning disorders can enroll in the Special Services program of the university (also called Accessibility Resources) whereby, depending on the diagnosis, the student may take advantage of additional time for testing, perhaps using a note taker, possible use of visual cues during testing as well as quiet environment for test taking. All states have their own state run vocational rehabilitation services in which eligible students may enroll and have other services provided for including tuition, books and adaptive aids as needed. In addition to all of these, if a professor observes that the student appears to have difficulties due to slow learning process, the professor may talk to the person one-on-one outside of classroom and bring the student's attention to possible services as well as be patient with the student encouraging the student to come to office hours as necessary with questions, attending tutoring services on campus, etc.

In my setting (clinical) , I set the pace and break down of the teaching /tutorial to the slow learner I identified. Illustrations in subsequent sessions are designed for them to grasp and retain. If the slow learner gets it, I'm sure every one has gotten it!
slow learners are there in every class. it is something inevitable. in every honorable educational institution there should be an expert in psychological and educational assessment that guide slow learners to improve their performance. Otherwise such slow learners are advised to either change the course or look for incentives to encourage them to do their best.
The educational process should be structured in such a way as to give maximum opportunities to advanced students and use their achievements as an incentive for other students. For those who are unable to show acceptable results in this "coordinate system", additional training and special support are needed.
We can use cooperative/collaborative learning where the groups are forms using "complementarity" feature/skill/cognitive level. In fact, a slow learner can be in the same group with a fast or normal learner. So, the obtained groups have slow learners and the other learners.
Also, we can propose specific pedagogical activities according to the cognitive or thinking style of these learners (adaptive teaching)
