The sun not only the source of radiation. There are two sources of radiation. The sun is one of them, the sun releases a steady stream of solar energetic particles and solar flares and corona from larger bursts. The galactic cosmic rays (GCRs) are the second source of energetic particles which are stronger. These particles come from our solar system from other stars in the Milky Way or even other galaxies. GCRs consist of high energy protons (85%), helium (14%) and other high energy nuclei (HZE ions). I think the better understanding of these two sources is the key to protect our food and bodies from space radiation and cosmic energy.

NORMs should be checked in every farm soil before recommending it for farming.

I do not think that any 'sophisticated electronics' is able to move on demand a sufficient amout of tons of lead or tungsten on top of e.g. a green house or something else.
A simple thing is to establish 'green houses' and habitations in shut down coal or other ore mines or tunnels; no need of electronics and lead...

Please 'google' for 'underground farming'. There are a lot of expamples, but for reasons other than radiation protection against cosmic rays.
As the fluctuations of cosmic radiation and of the corresponding dose are determined by factors external to the earth (like the sun activity), they follow the same pattern everywhere in the world, and there is no need for a local monitoring. The global monitoring is already organized at international level and is used, for example, in the evaluation of the doses to aircrews.
There is a significant variation of the cosmic dose with latitude and altitude, but there is no evidence that there is any impact on agriculture. The productivity of agriculture is quite good in Europe or North America despite a cosmic dose that is higher than in Indonesia. The idea of protecting crops against an increased cosmic dose due to less solar activity has no rational basis.
The effect of low solar activity on temperature might be more worrying, but it is probably already overcome by the global warming, which is the real problem.
The situation might be much worse with cosmic rays if the earth magnetic field was vanishing, but this is not due to solar activity.
As for the protection of humans, the best protection for any individual is not to take airplanes too often, this will also help to reduce carbon dioxide emissions.
There is no evidence that people living in altitude suffer from their higher exposure to cosmic rays, and most probably the benefits of holidays at the mountain are much higher than the small increase of cancer risk.

Cell radio-resistantsy depend on mitotic rate and metabolic rate. High mitotic rate and high-metabolic rate - very radiosensitive. Low mitotic rate and Low-metabolic rate - less radiosensitive. However, some green food after irradiation could became toxic and dangerous.
