India which is a developing country is aiming at having 1 smart cities. there are a lot of ideas floating around.one of them could be cities mimicking a singapore or new york.
Dear Revathi, I suggest that India could learn from Singapore and NY, but do better (not just mimic) and develop its own socially inclusive approach to smart cities. One where the benefits flow to all the population, not just the privileged few. Also where IT systems enable services to be delivered to all people in a more resource efficient and affordable manner.
I was involved in UN work that led to this publication :'Are we building competitive and liveable cities: guidelines for developing eco-efficient and socially inclusive infrastructure' (2011). http://www.greengrowthknowledge.org/resource/guidelines-developing-eco-efficient-and-socially-inclusive-infrastructure. But this did not deal with smart systems, which could be an extension of the UN approach. Smart cities can also be eco-efficient and low carbon because services are delivered with less physical resources e.g. energy, water, land and materials, and less physical infrastructure such as transport, buildings etc.
You may also wish to refer to Ramachandra Guha's book: 'How much should a person consume? Environmentalism in India and the US' (2006). This explains why India should develop its own approaches.
Thank you for choosing Singapore as one of your "smart cities". Even Forbes acknowledged such "topping global league tables isn’t exactly a new state of affairs for Singapore (de Villiers, 2016)

I am from Singapore. I wish we are smart city in totality but we are still learning and would continue learning because smart city stems from smart people who uses the slightest resources and churn them into mega smart projects. And the planning, shaking and moving starts early but the end result is now and 20 to 50 years later. It is never immediate.
India should start now. Her aplenty natural resources and human resources are widely recognized too. Why not combine all effort and make it into a major smart country instead of being a smart city like Singapore? Do not mimic - modify or innovate, only then India could achieve its aim of being a self-made India smart country.
You need movers and shakers to do such mega task but it is never too late to start.
