If we find observe a student intelligence , it can be reflected on his face ,his eyes , & the behavior . With this observation any teacher can conveniently tried his bridge with him .
With this observation it will not be difficult to find the passion his desires & also for his development a teacher can conveniently take to his student on his successive path line ,this will not difficult both for the student & teachers as both have understood each other in a very right manner
Intelligence and willingness are two different things. Student may be intelligent but not motivated and student with full motivation may be weak. However, to bring the best out of student, he/she must be encouraged, counseled and motivated.
Practical orientation of any course has more acceptance in students rather theoretical concepts. Even in Maths and literature can be oriented in that way. Many things are default set in students but new things can be impregnated with better designing and derivations on the aspects.
During my Junior secondary sch days, I attended a Commercial Secondary School in the Northern part of Nigeria where we did subjects like Accounting (Bookkeeping), Shorthand, Commerce, Typing, Secretarial studies, Office practice, Economics at a very early stage. Then I was the best student in my class for instance learning how to translate English words to Shorthand something many of my seniors in the upper classes could not do. In that school at that time, there was no science subjects meaning no science teachers for subjects like Chemistry, Physics except Biology. When I made my intentions known of the possibility of moving away to Science Secondary Sch, I could remember my accounting teacher was mad at me and punishes me exceptionally each time I defaults. He made his intentions known. This same teacher initially had been supportive and proud of me before my science jingles.
So from this incident, I think teachers should advice but the students should be allowed to determine what they are passionate about.
By interacting and consistently challenging them with real life situations. Those with passions will literally light up when their favourite topics are discussed

The student associations form students of colleges and university institutes ... The aim is to discover the students' talents, abilities, skills, refinement and encouragement ... and to provide them with the opportunity to express their views ... Publishing and organizing sports activities, social, educational, artistic and cultural activities.
I think for this time, only thing we can do is to listen and observe the students without any judgement and hypothesis to help them discover their passion.
We can give them opportunities on various platforms such as discussions, poster, model or oral presentations to present their views on a topic of their interest. By organizing competitions, giving opportunity to solve real life problems. By starting discussion on some topic and involving them in the discussion for presenting their innoviative ideas. Their participation in various conferences, workshops, programs. Creating favourable environment for discussions, good relationships with them so that they can come up with their ideas without any fear. By appreciating their views, by listing them, motivating them by all possible ways so that they can explore their talent which will helps them to discover their passions.
Keep a close eye on the students and ask them open ended questions. This would elicit their likes, dislikes, strengths and passions. You may also give them aptitude tests (simple questionnaires will suffice) that can highlight areas of interest to the student and build upon their strengths.
