How do the market operators (in LMP-based pool structure markets) to separate congestion and loss term of transmission service charge?

In markets like PJM, the transmission service charge include a usage charge based in differences in LMPs. But when a congestion occurs, The differences in LMPs reflect losses and congestion concepts. My question is: Is there any market that separate this terms and charge them separately? And how do those operators carry out it?
