Small scale, newly setup research facilities in developing countries are generally not funded by government agencies and they have to win funding from the private sector. What factors are necessary to get the necessary secure financial support to run the facilities?
Basically private sector runs on profit. In newly setup facilities need to prove anticipated results are marketable and could replace obsolete products and services (Schumpeter, 1934).

The first thing one needs to do is to clearly state their mandate to justify their usefulness. Secondly, leverage on the available resources to conduct research activities but for sure, you will not run away from operating using grants. If the research facility can get researchers to write grants, the indirect costs can go to support the office.
