How do our Radars get the location of the Planes , jets or Missiles when they are moving ? like how does the stationory radar works?

The speed of light /radiosignal is about million times faster than speed of sound, and that is the order of speed of the fastest targets. So there is no problem with that. In practice, most radars are pulsed and sending pulses at e.g. 1kHz so updating position every milisec, and the traget can move only few meters in that interval.
