I am interested to find optimum number of PMUs and its locations for South India Power Grid Network of 208 buses using GIS. Please help me to start with and let me know whether it is possible?

The first queston is what is "optimal"? How are you defining optimal coverage for this number of buses over the urban area? Usually, this involves a few things (a) a road network (b) any kind of districting in which population is lodged. These are typically political jurisdictions (counties, cities, enumeration districts) (c) a ridership profile. The ridership profile identifies current and potential users within a fairly finely considered jurisdiction. So what you'd first map is the broad data of population in districts in the city. The target population are those now using the buses and those who might if stops were conveniently located. in some parts of North AMerica, this also means putting in parking lots or bike racks (in Japan) to accomodate travel to the stops.
With all that there ways to optimize, formulas that are pretty well understood. but I'd start with the basic data. Some might do this in a GIS and others would use optimization software based on actual and potential ridership and a route maximization formula.
